According to Mr. Nguyen The Phuong, Deputy Minister of the Ministry of Planning and Investment, in order to develop renewable energy for green growth, the government should support electricity price from renewable energy because of higher price than thermal electricity, and hydroelectric.

 


The growth must go hand in hand with the reduction of greenhouse gas emission

Vietnam's economic development strategy in the near future is linked to the tasks of reducing CO2 emissions. From September 2012, the Prime Minister approved the National Green Growth Strategy, which set the target of reducing greenhouse gas emissions by 8-10% compared to 2010, at the same time, reducing the annual energy consumption calculated on GDP of 1 - 1.5% in the period of 2011 - 2020.

At the workshop on "Vietnam - United States cooperation in the development of clean energy", organized on May 14th in Ho Chi Minh City by the US Consulate General in Ho Chi Minh City and Investment Newspaper, Mr.  Nguyen The Phuong said that "Finding smart solutions to promote clean energy development is one of crucial tasks in Vietnam's National Green Growth Strategy. The Government and the Ministry of Planning and Investment are in the process of developing and perfecting mechanisms and policies to promote the development of renewable and clean energy sources." 

Vietnam has a lot of potentials to develop renewable energy. With nearly 3,400 km of coastline, it is possible to provide approximately 500 - 1,000 kWh / m2 of wind power annually. The solar energy is abundant with the average solar radiation of 5 kWh/m2 per day across the country ... This is also the reason why American companies want to invest much more in the field of energy in Vietnam.

“The United States and Vietnam are working closely with the goal of bringing clean and renewable energy to the marketplace, meeting the growing demand of sustainable energy of Vietnam” said Mr. Patrick Wall, Commercial Attache, Consulate General of the United States.

According to Mr. Pham Trong Thuc, General Director of Department of Renewable Energy, General Directorate of Energy, the Ministry of Industry and Trade, from 2015 onwards, GDP growth of Vietnam with more than 6% will need nearly 100 million tons of oil equivalent. Greenhouse gas emissions in Vietnam are not large, but by 2020, emissions are estimated at 381 million tons of CO2, and by 2030 CO2 emissions will be doubled. This is a great challenge for Vietnam in protecting the environment and reducing greenhouse gas emissions.

Viet Nam currently has to import coal from China, Laos and Cambodia for developing thermal electricity. Energy resources from fossil fuels such as oil and coal will be gradually exhausted, therefore, the development of renewable energy is increasingly urgent. It is predicted that as far as 2030 when there is no reserved energy resources for development, nuclear power development projects will be used.  

It must have a legal framework for developing recyclable energy

According to Mr. Pham Hoang Mai, Director of the Department of Natural Resources and Environment Education, the Ministry of Planning and Investment, there are no specified documents on renewable energy. Besides, Vietnam do not have any universities training renewable energy. Recently, the World Bank has just approved three universities to improve the levels and knowledge of officers and engineers in existing renewable energy projects.

From this fact, Mr. Mai suggested that it is necessary to develop a law on using renewable energy and set up an inter-ministerial steering committee to have solutions and implement synchronously and efficiently. In addition, the government needs to issue a legal framework for smart grids; the use of EPCO contracts and energy efficiency charges; Master plan for renewable energy to 2025; Planning on the use of renewable energy in the paper, steel and key energy consumption sectors to change the way of using energy.

In order to exploit energy potentials more and more effectively

Fossil fuels are slowly depleting while Vietnam currently has a huge potential for renewable energy (wind power, solar power, tide power, biomass, etc.). According to experts, Vietnam needs to exploit this great potential more effectively.

Currently, Vietnam has 77 registered wind power projects with the total capacity of over 7,000 MW in 18 provinces nationwide, the registered capacity of phase 1 is 1,488 MW. The almost projects are founded in two provinces: Binh Thuan (22 projects) and Ninh Thuan (16 projects). 

Biomass power projects are based on bagasse. There are currently 40 sugar mills using bagasse to generate heat and electricity. For liquid biomass, about 80 biogas generators with a total capacity of nearly 700 kW (9 kW per unit) are installed for lighting and consumption at household level.

For generating electricity form domestic waste, at the present, the only incineration power plant by gases collected from the first landfill was built at Go Cat landfill in Ho Chi Minh City with an average output of 9 million kWh per year. Currently, the implementation of the project on building a waste to energy plant at Phuoc Hiep lanfill, Da Phuoc is being in feasibility study process.

Recent solar power projects have been developed with small scale such as:  the solar power project with a capacity of 154 kWp at the National Convention Center in Hanoi, solar cells for some islands...
