Recycling waste – a resource has been left open

The recycling and reuse of waste resources are trends applied in many countries, contributing to environmental protection and resource savings. However, the recycling waste has not now been adequately paid attention.

Waste is also a resource

According to the statistics from the Ministry of Natural Resources and Environment , the total amount of solid waste (CTR) of the whole country is estimated at 28.5 million tons per  year, in which, There are about 19 million tons domestic waste. Solid waste in urban areas across the country is increased an average of 10% per year, especially in the two major cities. Domestic waste reaches up to approximately 6,500 tones and 7,081 tons per day in Ha Noi and Ho Chi Minh City respectively.  

Experts evaluated that the increasing large quantities of solid waste is not only challenges to the environment, but also an opportunity to develop renewable energy from the waste. 50-70% of waste containing the compounds can be recycled, and created new energy sources, but the amount of waste being recycled is now very limited. Meanwhile, the cost of transportation and waste disposal is quite high, for example, Ho Chi Minh City spends annually hundreds of billions dong for these matters. 

Along with this, popular treatment methods of solid waste are currently landfill. Nationwide, there are about 458 waste landfills of more than 1 ha, in which, there are only 121 sanitary ones, 337 exposed ones without collection system. As the results, Oozed water from garbage treatment is currently caused environmental pollution. In addition, there are many small-scale landfills in communes that have not been adequately counted.  

According to the general assessments, current measures such as landfill are getting unsafe, polluting the environment, and increasing methane (a gas causing the greenhouse effect). It does not take advantage of recyclable solid waste and land use. Currently, the percentage of solid waste collected and processed into organic fertilizer compost is low. On the other hand, due to poor quality, it is difficult to consume.  

There must be a specific mechanism

Strategies for integrated management of solid waste up to 2025, with vision to 2050 approved by the Prime Minister also set a target of 2025, in which, 100% urban areas have facilities for recycling the solid waste, 100% waste are classified in the family as well as collected and processed in accordance with standards. A new Law on Environmental Protection adopted and enacted by National Assembly in 2014, and come into effect from January 1st 2015 has set out specific requirements for managing, reducing, reusing, and recycling waste. Along with this, the Law also regulated that the owner of production facilities and business who generates waste should be responsible for reducing, reusing, recycling and recovering energy from waste or transferring to the appropriate organizations for reusing, recycling and recovering energy.  

Although, there have been specified regulations, but in reality, the current recycling has now much difficulties. Many studies have shown that Vietnam has abundant waste "resources", a lot of waste has high organic ingredients that take the advantage of waste disposal combined electricity production but the management and treatment of domestic solid waste in our country have inadequated. Mr. Hoang Duong Tung, Deputy General Director of the Environment Directorate (Ministry of Natural Resources and Environment) said: "The implementation of classifying waste at source, reusing and recycling waste has not been focused. The investment in waste management and treatment was not adequate, many treatment facilities have been built and operated, but the facilities and processing performance have not satisfied the requirements. " 

In company with these matters, recycling activities in Vietnam are in small scales, there are mostly household models in villages with outdated technology and manual production lines. Therefore, recycling activities are not well managed and strictly controlled, that caused the risks of environmental pollution. 

According to experts, in order to use these sources well, first of all, it is necessary to complete mechanisms and policies to encourage socialization for the collection, transportation, reuse, recycling of solid waste. It needs to synchronously implement regulations on investment incentives in handling solid waste, mobilizing all resources and increasing financial investment for the management and treatment of solid waste.  


"It is necessary to strengthen the inspection activities to ensure waste disposal according to regulations on environmental protection. It needs to research, evaluate, develop and replicate technology models of solid waste disposal for energy recovery. The advanced solid waste recycling treatment models have to be in line of Vietnam conditions, and achieve all the criteria on technical, economic, social and environmental standards. In particular, it is essential to promote education, raise awareness of the community in solid waste classification at source, reuse and recycle waste to take the advantages of these resources”, Mr.  Hoang Duong Tung, Deputy General Director of Environment Directorate (MONRE) said.
