Cleaner Production in Industry: Sharpening Corporate Competitiveness

         The Cleaner Production in Industry Component is one of the six components of the Vietnam - Denmark Cooperation Programme in the Environment in the 2006 - 2010 period. The Denmark-funded Component was carried out in five target provinces of Phu Tho, Thai Nguyen, Nghe An, Quang Nam and Ben Tre. After five years, it has significantly changed the perception of Vietnamese businesses, especially small and medium enterprises (SMEs), in applying cleaner production to protect the environment, while creating a wide scale ripple effect.

High efficiency

        
The Cleaner Production in Industry Component initially required 55 million Danish krone out of 250 million krone for the programme. The objectives of the Component are to improve the quality of environmental and livelihoods of people living and working around and inside industrial production facilities by enhancing production efficiency and protecting the environment of industrial establishments. Remarkably, since 2009, with the Vietnamese Government’s approval of the Cleaner Production in Industry Strategy towards 2020, this Component started helping the Vietnamese Ministry of Industry and Trade to carry out this strategy all over the country and created momentum for the ministry to go ahead with the strategy even when the Vietnam - Denmark Cooperation Programme in the Environment was over.
 
        After five years of application, the Component has obtained impressive results. Cleaner production solutions have helped significantly improve productivity and performance of Vietnamese enterprises, while limiting the degree of pollution in working environments and sources of waste discharged into the environment by enterprises. Demonstration projects outnumbered the initial estimation of 40 companies in five target provinces in 2005 to 2010. Currently, 57 businesses joined demonstration projects. In addition, more than 3,000 enterprises in the five target provinces and hundreds of other enterprises in 38 provinces and cities across the country accessed cleaner production-related knowledge or activities. Notably, all Component-supported projects generated high efficiency in pollution management and environmental protection.
 
        According to observation results submitted by the target provinces, pollution management made another step forward and cleaner production was effectively applied. For instance, the paper production industry in northern Phu Tho province reduced water consumption by 15 - 30 percent, electricity consumption by 10 - 15 percent, and inputs by some 5 percent. The metallurgical industry in northern Thai Nguyen province cut electricity consumption by 5 - 10 percent, and coal consumption by 7 - 20 percent. For businesses that complete the second phase, coal consumption fell by 23.2 percent, fuel oil consumption was down 87 percent, power consumption decreased 9 percent, water consumption was reduced 23.6 percent, and firewood burning sank 55.1 percent.
 
        At the central level, the Component assisted the formation of the Cleaner Production Consulting Centre affiliated to the Department for Industrial Safety Techniques and Environment, which comes under the Ministry of Industry and Trade. It supported the centre to bolster operating capacity; and assigned the centre to supervise the effect of demonstration projects, study the status of environmental safeguard activities, propose improvement measures for provinces and cities, and guide cleaner production in more than 10 industries. The centre will be responsible to taking over and spreading outcomes the Component achieves when it ends.
        
        According to the Component Executive Board, most contents of the Component have been concluded or entered the final period by the end of 2010. The Component will be implemented through the third quarter of 2011 and focus on completing the certification system for companies partaking in demonstration projects and on communication activities before it is closed.

Typical examples of cleaner production application

        In 2006, Phu Tho was one of 5 provinces chosen for the Cleaner Production in Industry Component. After five years of operation in three angles (communication, training and consulting support), cleaner production has developed very strongly in the province and has translated into perception of enterprises and production activities. More than 400 officials from 200 companies have been trained; and over 10 companies taking part in cleaner production in industry component basically completed and enjoyed positive results. In addition to direct benefits, partakers knew how to apply cleaner production solutions on a regular basis and on a broad scale, and combine with quality standards to achieve better and more economical production structures, thus enhancing the competitiveness of their products in the process of international integration and contributing to environmental sustainability.
 
        Like Phu Tho, Thai Nguyen was another province picked for participation in the cleaner production in industry component. In a bid to attain best outcomes, the Provincial People's Committee issued Decision 185/QD-UBND on “Environmental protection in the process of accelerating industrialisation and modernisation from 2007 to 2010 and subsequent years in Thai Nguyen.” The province actively organised training courses, workshops and contests to inform of cleaner production in industry in order to raise awareness of this issue. Since 2007, 12 businesses in Thai Nguyen province participated in demonstration projects. In the coming time, the province will continue intensifying environmental protection by launching national target programmes, and calling local industrial companies and factories to combine production expansion with environmental protection.

        Nghe An province joined the component relatively early. After 5 years, businesses actively participating in the programme have achieved uplifting results. To date, nine enterprises have been involved in demonstration projects and provided technical consultancy and financial assistance to implement cleaner production. To employ cleaner production in industry, the Department of Industry and Trade of Nghe An province has organised many training courses and seminars in the past five years to introduce and disseminate knowledge about cleaner production in industry to local enterprises and managers. As a result, local enterprises, especially business leaders and technicians, understood the benefits and methods of applying cleaner production to get the best effects.
 
        Ben Tre province was also chosen for participation in the cleaner production in industry component. From 2008 to May 2011, the provincial Department of Industry and Trade and the Ben Tre Industrial Promotion Centre hosted five training courses and seminars on cleaner production in industry for nearly 400 technicians and personnel management from local enterprises. Besides, the Ben Tre Department of Industry and Trade also built and implemented communication programmes to broadcast cleaner production on mass media. So far, six businesses and one cottage industry village in Ben Tre have been supported to apply the cleaner production in industry component and join demonstration projects. Besides, 50 enterprises in the province understand cleaner production and 16 have applied it to production and environmental management.
 
        In Quang Nam province, most enterprises participating in cleaner production in industry component have completed their projects with relatively high efficiency. Direct benefits of partakers are bringing down input material and fuel costs by 10-30 percent. The Component has given a helping hand for local enterprises to renovate equipment, restructure production and cut significant investments. More importantly, the awareness of businesses and environmental authorities responsible for cleaner production has been markedly fostered. That is to say, cleaner production not only aims at protecting the environment, but also brings in higher economic efficiency and more sustainable development for businesses.
