Sanctions to reduce energy waste

        10% is the rate of the trade and services sector’s energy consumption. And this rate will increase by 3.6 times in the next 10 years. These numbers will create enormous pressure on the improvement of air quality in particular and energy security of our country in general.


        Surveys of the Ministry of Construction show that in administrative agencies’ buildings: the devices consuming the most energy are air conditioners, accounting for above 70%, lighting bulbs account for 10%, office equipment, elevators and water pumps account for nearly 20%. In business centers and supermarkets’ buildings: the devices consuming the most energy are air conditioners, accounting for above 75%, lighting devices account for 10%, and other equipment accounts for 15%. Meanwhile, in hotels: the devices consuming the most energy are air conditioners, accounting for above 60%, lighting devices account for 20%, other equipment accounts for nearly 15%. Energy use in buildings has shown many shortcomings, leading to loss and waste of energy and low energy efficiency.

        According to Mr. Nguyen Cong Thinh, Ministry of Construction’s Department of Science and Technology, the cause of this condition is the incomprehensive system of documents on energy efficiency. It still lacks a number of regulations, rules, standards and technical guidance on energy efficiency in general and construction works in particular, for example, the provisions on the use of air conditioning systems; design and materials of work shells... In addition, awareness of energy efficiency of the users is still limited but there are no sanctions for violations in the use of energy...


        In fact, if synchronous architectural designs are applied; energy saving materials are used; equipment with high energy efficiency is installed and put into operation; energy management staff are qualified; space and natural light are utilized..., 30% - 40% of energy consumption can be saved. For construction works in progress or to be renovated, if energy audit is conducted and then energy saving measures are implemented, they can save from 15% - 25% of energy consumption. The Ministry of Construction has issued the "Energy efficient construction works” Vietnam Construction Standard. Accordingly, units must comply with the efficient use of energy when designing or renovating commercial buildings, state administrative offices, high-rise houses... The problem for units is how to comply this provision. It not only plays an important role in the existence of units but also helps reduce costs and improve competitiveness of enterprises.

        It can be said that energy efficiency in buildings not only contributes to reducing costs for businesses but also suits the objectives of the Government, ensures energy security, sustainable development and environmental protection. Especially, it also has significant contribution to improving air quality which is threatening the lives of millions of people, especially people living urban areas.

The recycling and reuse of waste resources are trends applied in many countries, contributing to environmental protection and resource savings. However, the recycling waste has not now been adequately paid attention.
The Government encourages investment in renewable energy
Striving to the year of 2030, electricity production in Vietnam from renewable energy will account for 30% of the national energy structure. Therefore, the Government encourage investment in renewable energy.
