The potential of wind energy and solar energy in Hai Phong city

 Hai Phong is a leading port and industry city and has an important role in the socio-economic, national security in the North as well as the whole country. The city is also the main gateway, the center of economic, technology of the coastal provinces and the northern area. Moreover, Hai Phong is actively implementing the National strategy on green growth for the period 2011-2020 and vision to 2030 approved by the Prime Minister in Decision No. 1393 / QD-TTg dated September 25th 2012 and successfully implementing the Conclusions No. 72-KL / TW dated October 10th 2013 of the Politburo on promoting the implementation of Resolution No. 32-NQ / TW dated August 5th 2003 on constructing and developing Hai Phong city in line with industrialization and modernization with a focus on developing Haiphong to become a Green, smart and modern port city.

With the current socio-economic situation, there are a great demand of energy for production and other activities. Meanwhile, Hai Phong as well as other provinces in the whole country is dealing with power shortage seriously. Therefore, using energy effectively and finding additional energy sources is an urgent activity of the whole country in general and Hai Phong city in particular. Therefore, the exploitation and use of renewable energy sources, especially wind power and solar power for partially replacing fossil energy sources will minimize environmental pollution, and contribute to the development of Hai Phong city according to green economy criteria.

 

 


Haiphong potential for solar and wind energy

 In terms of natural conditions, Hai Phong has midland terrain interspersed with hills in the north as well as lowland and plain terrain in the south. Hai Phong has a total area of 152 300 ha including more than 57,000 hectares of arable land, 125 km of coastline, and the population of 3 million people concentrated mainly (over 46%) in urban areas . Moreover, Hai Phong has completed traffic network including waterway, road, railway and airline that is very convenient for implementing renewable energy projects.

According to the results of the survey of Mining, geology and New Energy Center, Hai Phong has a great potential of wind energy and solar energy. Regarding Wind energy, especially in Bach Long Vy and Hon Dau island, the total wind energy is 3200 kWh / m2 / year and 630 kWh / m 2 / year in the height of 10m, and will be up to 7600 kwh / m2 / year and 2300 kWh / m 2 / yearr in the height of 60 m respectively. In other areas, the wind energy are over 500 kWh / m2 / year, there are some places like Phu Lien peak in Kien An district having the potential of over 1000 kWh / m2 / year. Regarding solar energy, Haiphong has average number of sunshine hours annually over 1600 h (nearly half time of a day), the amount of radiation reaches over 1150 kwh / m2 / year. Especially in Bach Long Vy island, the total amount of solar radiation reaches nearly 1300 kWh / m2 / year.

However, the exploitation and utilization of renewable energy in Hai Phong is limited with a such great potential, there are a small number of user for  particular purposes, not the whole city. The wind power project in combination with diesel generation in Bach Long Vy island funded by the Central Youth Association using Spanish technology is an example. The system has the capacity of 800 kw and operated in 2004, but decommissioned in 2006 then broken by the storm in 2009. This work has not effectively implemented due to lack of good surveying, planning, technology selection, and the equipment was not in accordance with the actual conditions of the island. Therefore, in the future, the exploitation and utilization of wind energy and solar power in Haiphong have to be effective, and become a mass movement across the city. For this reason, some issues need to be considered as follows:

First of all, it is essential to build a complete planning on exploiting and using wind and solar energy. Exploiting this kind of energy need to have overall planning as well as details for the whole city. Making detailed planning must be based on the results and evaluation of each potential area. In addition, it is essential to consider other factors of socio-economic development, national security and defense such as: Military areas, Nature conservation areas, Airports, Seaports ... for facilitating the implementation of the projects.

 

 

 

Building good policies will be key factor for developing wind energy and solar energy

        Secondly, It must build appropriate mechanisms and policies for exploiting wind energy, solar energy. Because of high investment rate for the exploitation of wind power and solar power, Investors will not invest into the projects without foreseen profits. While people do not have enough resources even a small scale. Therefore, it is important to create a significant incentives and clear mechanism to support investors and community in using renewable energy.

        Thirdly, It is urgent to propagandize the potential and the ability to exploit the wind energy and solar power in the city. So that, domestic and international investors as well as the community will have awareness of the potential and the ability to exploit renewable energy.
