The dialogue between Hai phong Televison and Director of Energy conservation and Cleaner production Center: The initial preparation of Hai Phong city for building the low carbon city.

Ladies and gentlemen, the goal of renovating the growth model of Hai Phong  city is clearly expressed in the policy of attracting investment as well as shifting the contribution of economic sectors.Dear Mr. Dao Sy Thanh, as conducting energy audits in many sectors and fields,What do you think about this shift for energy efficiency and carbon emissions reduction in Hai Phong city?

 

 

The policy of attracting investment as well as shifting the contribution of economic sectors is clearly expressed in the resolution of the 15th City Party Congress. As we all know, in 2017, the total budget revenue of the city increased by 11.2%, of which the domestic revenue reached over 21,500 billion, up 26.22% over the goals of the 15th City Party Congress before 3 years. This proves that the business environment of Hai Phong city is being continuously improved. The city economy has a strong structural shift and is gradually moving to a harmonious growth deeply and extensively. Accordingly, there are many domestic and international corporations, enterprises with modern, energy saving and environmentally friendly technology investing in Hai Phong city.

 

The goal of using energy saving and efficiency, reducing carbon emissions is always interested in and attached tothe economic development of the city. It is clearly expressed in the DecisionNo. 1759 of the People’s Committee dated September 12th 2013 on approving theaction program on implementing the strategy of cleaner production in the industry until 2020; Decision No. 65 of the People’s Committee dated January8th 2014 on promulgation of action plan to respond to climate change and sealevel rise of Hai Phong city by 2025; Decision No. 1463 dated July 3rd 2014 onthe promulgation of a national strategy for green growth; Then, Decision No.1745 dated August 23rd 2016 on the promulgation of the Energy Efficiency and Conservation Program in the city area in the period of 2016-2020. Based on that, Hai Phong Department of Industry and Trade has paid attention on directing the implementation of the tasks assigned to these decisions, in which we are one of the implementing units, showing positive changes from the awareness to action of the community. As a result, many energy saving solutions have been implemented in the fields of lighting, transportation, industrial production and daily life, etc... In the coming time, energy saving and cleaner production solutions are going to be carried out even better. The green portcity, the modern civilization that the city set out will soon become a reality.This is one of the most important criteria for sustainable development and investment attraction of Hai Phong City

.

 

In particular, since the time when the Law on energy using and efficiency has become effective, what is the most effective way of using energy in this field?

 

Prior to the Law of energy saving and efficiency, the energy intensity used in the industries of Vietnam is much higher than that of other countries in the region. Since the introduction of energy efficiency and conservation legislation, most of the industries consuming energy  are concerned by state agencies. The most specific regulations on energy conservation and Saving are the Decree No. 21 of the Government dated March 29th 2011 on detailing the implementation of the Law; Decree No. 134 dated October 17th 2013 on sanction against administrative violation in the field of electricity, safety of hydroelectric dam, thrifty and effective use of energy and some other relevant contents of  the Prime Minister Decision as well as  guiding circulars of relevant Ministries and sectors ... Accordingly, activities on energy saving and efficiency have been promoted nationwide. The results achieved through energy audits and statistic of industries across the country. The energy intensity of industries drastically decreased:

-Steel Industry decreased by 8.09%

-The cement industry decreased by 6.33%

-Textile industry decreased by 7.32%

This is the most clearly demonstrated field in energy efficiency

 

 

From the current state of energy use in the economy of Hai Phong city, whether greenhouse gas reduction is simply behavior change or it is time for economic solutions?

 

Behavior change is very important,because this is awareness, which is the changing of cognitive processes that need to be done regularly and continuously over generations. However, in order to turn awareness and thinking into concrete actions to achieve sustainable economic development goals, it is necessary to have economic solutions which are appropriate and synchronous mechanisms and policies, in other words,scientific and civilized policies and mechanisms serve as a lever for business development. In which, using energy saving and efficiency is a fundamental factor. To remove barriers and move forward the improvement of the legal framework, in order to promote energy saving activities, The project on “Energy Saving for Industry sector in Vietnam” was officially launched and took effect from December 29th 2017 and the project will last until July 2022, with a total cost of 158 million USD.

 The project has two main components: Component 1: with a total cost of $ 156 million US dollars and implemented within 10 years, of which 100 million US dollars is loan from the Bank for Reconstruction and Development; $ 56 million US dollars is contributed by commercial banks and businesses for sub projects. Component 2: a technical support component, which will support the implementation of project monitoring and evaluation; audit sub projects borrowing capital to invest in energy saving solutions of enterprises; Consult on the implementation of environmental and social policy of the project. 

Ladies and gentlemen!The change in energy use behavior should be linked to economic and technological solutions. And in the top sectors for greenhouse gas emissions,there are also urgent requirements.

Through energy auditing activities,the biggest constraint in energy conservation and efficiency is the technical management which leads to a lack of attention to internal management, use outdated technologies and equipments, not focus on maintenance of the energy consuming equipment regularly. These are very effective solutions because the investment rate is low, the payback time is just about 1 year. This means that the energy intensity of enterprises will be high and the competitiveness of enterprises will be poor and very poor.

 

We see that transport and industry are the two largest energy  consuming sectors in the energy structure of the economy. Mr. Thanh, firstly, in the field of industry, what is the biggest constraint in the use of energy efficiency reflected by energy audit activities?

 

If enterprises are not active in changing or improving technologies to reduce energy intensity to reach the efficient level, they will not be able to integrate into the international economy and they will be bankruptcy in the near future.

 

Does the pressure of international economic integration make the change and improvement of technology or use of clean energy become the demand of the business itself?

 

In the field of transportation,there are not many energy audit activities so there are no specific data for energy saving. However, the transportation sector has the highest growth rate of energy demand with an average growth rate of 5.7% for the period of 2016-2035. This shows that the types of road transport has many energy saving potentials. Therefore, the Ministry of Transport proposal a lot of energy saving solutions such as the use of energy saving, traffic network planning,using vehicles labeled Energy Efficiency and many other solutions.

 

For transportation sector, in actual energy audit activities, which does solution have the most energy saving potential ? In your opinion, How will the solution on reducing personal vehicles involved in transportation such as motorbikes contribute to reducing energy consumption in this area? And what kind of transportation would be needed to reduce the private means of transport?

 

According to statistics in Ho Chi Minh City in 2009, a person using public transport will save 80% on fuel costs.So now there are tens of millions of motorbike vehicles and millions of cars,therefore, reducing the number of personal vehicles and using public transportation will significantly increase the number of energy consumption and reduce a lot of gas emissions to the environment.


 

Thus reducing the individual means of transportation will contribute greatly in ensuring energy security, saving a large budget for the State. For do this opportunity, the planning of urban development should be closely linked to the development of road traffic and waterway traffic.  Haiphong can develop this type of traffic very well,and more over, investing in this type of traffic will be cheaper than road.Especially, good development and synchronization of this type of traffic will reduce the road transport and help the logistics industry of Hai Phong city develop synchronously.
