Saving energy, responding to climate change

Energy saving, in terms of resources and environment, means increasing the natural energy supply, reducing the threat of fossil fuel exhaustion and reducing greenhouse gases - the main cause of global climate change. Consequently, Using energy saving and efficiency is one of the most effective responses to climate change, in particular, through the reduction of greenhouse gas emissions.

 

 

The National Target Program on Energy Efficiency and Conservation implemented from 2006 to 2015 set a savings target of 3% to 8%. To realize that goal, on October 2nd 2012, the Government issued Decision No. 1427/QD-TTg approving the National Target Program on Energy Efficiency and Conservation in the period of 2012-2015 with a total cost of 930 billion dong.

 

 

Dealing with the threat of exhausting traditional energy sources and climate change, the world is now finding new ways, moving towards a green economy. Savings is the leading principle of any growth, development in general and consumption in particular,whether it be production consumption or personal consumption. Energy saving is very important because energy is not only an input of consumption but also involves a limitation of the raw materials supply for energy production.Especially, in the context of climate change it is an important solution for reducing greenhouse gas emissions as well.

 

The power that people are currently using is divided into three categories: Thermal power, hydro power and other kinds of electricity (nuclear power, wind power, geothermal ...).Thermal power are produced mainly from non-renewable raw materials with limited reserves (coal, oil, gas); Hydroelectricity is produced mainly from the potential energy of the water sources and is also limited. Other power sources,from less limited or unlimited sources (solar, wind, geothermal, atomic, etc.)currently account for less than 3-5% of the world's power structure. It is noteworthy that in the production of thermal and hydro power, there is direct greenhouse gas emissions (from burning fuel) or indirect ones (deforestation for building hydroelectric plants causes the loss of carbon storage). These are the main cause of climate change, therefore, saving electricity also means reducing greenhouse gas emissions. Energy conservation involves not only quantitative energy but also qualitative one, in other words,  it means energy efficiency. Economically, as we all know, all human activities require energy. Energy is the input of all economic activities.

 

Energy consumption is an important national indicator of economic growth and development. Energy consumption (per GDP or a person) is an important measure of business efficiency. The energy consumption of a product becomes the most important criterion in the competitiveness of the product. Energy savings, in terms of economic, means the reduction of energy consumption to produce a unit of goods or services, or in other words the reduction in energy intensity per product unit. At present, energy intensity per unit of Vietnamese enterprises is 1.8 times higher than other countries in South East Asia.

 

In terms of environmental resources, energy for modern life is produced mainly from natural and is non-renewable sources which is limited and being exhausted. Therefore, energy saving in terms of natural resources and environment means to increase the chances of supplying energy from nature, reducing the threat of fossil fuel sources exhaustion and reducing greenhouse gas emissions. This is also linked to energy security, which is now considered as a non-traditional security form and one of the nation’s foremost concerns in both domestic and foreign affairs,it is also reasons of  conflict and international cooperation. In this context, it is natural to use energy saving and efficiency as a strategic solution in ensuring energy security.

Vietnam's power shortage is very huge and in the short term, it will focus on the period from now to 2020. The question is what to compensate for the energy shortage with power shortage at first. The affirmation is that Vietnam must actively develop renewable energy.As the result, on April 11th 2017, the Prime Minister issued Decision No.11/2017 / QD-TTg on mechanisms to encourage the development of solar power projects in Vietnam. In addition, the State has also had many incentive mechanisms for the development of other renewable energy projects namely: Wind power, biogas, biomass, geothermal ...

 

 

Starting from the reality and the situation as mentioned above, on March 18th 2018 in Hai Phong city, Hai Phong Energy Conservation and Cleaner Production Center in collaboration with the Hai Phong Youth Union organized the conference on " propagating environmental protection, responding to climate change, and guiding to use energy conservation”. The conference was attended by students, the community and delivered the message of Energy Saving - Environmental Protection - Sustainable Development for a Green World.
