The viewpoint of our Party is thatenergy development must be linked to the country's socio-economic developmentstrategy and ensure one step ahead with high speed and sustainability.Synchronizing and diversifying energy sources and energy saving technologiesare key tasks during the country's industrialization and modernization period.

The overall objectives of Vietnam'sNational Strategy on Energy Development to 2020 with a vision to 2050 is: “Assurethe national energy security, contributing to ensuring the maintenance ofsecurity and defense as well as the development of an independent andautonomous economy of the country; Provide sufficient energy with increasingquality for socio-economic development; Exploit and use rationally andeffectively domestic energy resources; Diversify the method of investment andbusiness in the energy sector, as well as form and develop healthy competitiveenergy markets; Promote the development of new and renewable energy sources,bio-energy and nuclear power to meet the needs of socio-economic development,especially in remote, deep-lying, border and offshore areas; Develop energysector efficiently and sustainable in line with environmental protection”.

It is important to look at energy fromtwo aspects, for heading sufficient and transparent energy market. Along withthat, we also have to consider the factor of energy consumption price. This isstill a problem. "Public tasks need to be defined with developmentstrategies for a more appropriate strategy." In the strategy on developingenergy in parallel with promoting the development of renewable energy,exploiting the potentials of land, water, wind and solar, the development strategyof traditional energy is also very important.

The energy development process hasbeen identified with many limitations, imbalances among energy sub-sectors,between supply and demand, between investment demand and investment capital.The quality of grid system is low, power loss is large. The overall efficiencyof the energy sector is low, energy use is ineffective. Energy development hasnot really been linked to preserving the ecological environment to ensuresustainable energy development.


Coalfired power plays an important role in the power structure

Besides the synchronous solutionsystem, there are some issues need to be considered: Firstly, theimplementation of the national energy development strategy must be closelylinked to the guidelines for socio-economic development in line with theResolution of the twelfth National Party Congress; Secondly, the nationalenergy development strategy in the process of international economicintegration; Thirdly, the process of completing the socialist-oriented market economy institution and thenational energy development strategy. Specifically, consistent implementationof the market mechanism, ensuring the correctness, adequacy and transparency ofprice constituents for essential goods and services will have a strong impacton energy price policy, abolishing monopoly mechanism; Fourthly, thedevelopment of the energy sector must be linked to the implementation ofinternational commitments on climate change and environmental protection.

Vietnam is facing many majorchallenges such as rising energy demand, while tightening environmentalconstraints. This puts pressure not only on ensuring energy security for thecountry, but also on the economy in mobilizing enough capital to invest in theenergy sector.

Vietnam is shifting from energyexporter to energy importer. Previously, Vietnam has exported energy,electricity to Cambodia, Laos; Coal exports a large amount with a peak of 20million tonnes a year, however, it has been imported nearly 10 million tonnesof coal since 2016 and bought electricity from China at the peak of 5 billionkWh.

At present, electricity productionfrom China has decreased, but also reached about 1 billion kWh per year.Currently 98% of people have been using energy. But with Vietnam's annual GDPgrowth rate of 7%, Vietnam will need around 250 billion kWh by 2020. The next10 years, this number will be 500 billion kWh of electricity. In order to meetthe electricity demand in 2020, we will need about more 25 electricity plantsas Son La Hydropower to meet the demand for energy. Thus, Vietnam has toinvest, produce or import energy of about 10 billion US dollars to meet thisdemand.

It is expected that our country willalso have to import 17 million tons of coal, accounting for about 31% of coaldemand for electricity generation in 2020 and increase more strongly in thefollowing years. Coal-fired power, despite their environmental concerns, isessential sources of electricity to meet growing demand. The problem is that wedo not compromise the environment for economic development, so the developmentof coal-fired thermal power in the coming time is more stringent, withfactories using "supercritical" technology, improving efficiency aswell as investors have to prepare the solutions to ensure environmentalstandards, and use the ashes of factories.

Maybe in next 50 years, the energypicture will be different, but the next 20 years coal thermal power still meetthe energy needs. In order to solve the energy problem for the country'seconomic development, the Ministry of Industry and Trade is building a policymechanism in two approaches, namely using energy efficiently, and usingenvironmentally sound technologies to produce energy. In particular, it istransforming from the use of fossil fuels to the use of clean energy, renewableenergy, towards a low-carbon, and environmentally sound carbon economy.

In the past time, Vietnam hasdeveloped industrialization in the classical way, the growth model is longbased on Natural resource exploitation industries, traditional industries, andlow-tech industries consuming lots of energy. Taking, for example, theagricultural sector is considered as a sector that consumes less energy, but itis not. Vietnam is maintaining and developing its agricultural output. Each tonof high quality rice can be sold at a price of 10 tones of low quality rice.

But to produce 10 tons of low qualityrice, Vietnam has to spend more on input materials such as cultivation area,water, seeds, fertilizers, pesticides, water pumps, milling, transportation ...This leads to low economic efficiency, more resources consumption, more energy consumption and environmentpollution. There is 50% waste in the cement industry, 35% in ceramics, 30% intextiles, 20% in steel, and 50% in agriculture. Vietnam cannot compete withhigh energy costs due to waste from the operation.

Our country's energy demand iscurrently growing rapidly, especially in the last five years, energy growth isabout 9.5% per year and continues to increase significantly over the next 15years. Demand for electricity in Viet Nam increased on average by 13% per yearbetween 2006-2010 and about 11% in the last five years; It is expected that inthe near future, demand will increase by about 10%. Hence, the whole thinkingand approach to energy strategy must be changed. In addition to the effort fromthe power supply, energy savings in production and consumption must beimperative rather than just “an option." It is vital to promote energyconsumption in a smart economy, modern technology applied to both energyproduction and energy consumption to minimize costs. The key of addressing thestrategy, Coal-fired thermal power development strategy needs to be put in theoverall strategic sector structure to address. It is difficult to separatepersuasively.

Directorof Department of Industrial Safety Techniques and Environment - Ministry ofIndustry and Trade Mr. Tran Van Luong: Strengtheningthe management and monitoring the environment at coal-fired thermal powerplants

 Developing coal-fired thermal powerplants is a real need to ensure a stable and reliable supply of electricity forthe whole system. However, there is always the challenge of protecting theenvironment against the risks of pollution, which are mainly caused by exhaustgas and coal ash. Therefore, it is necessary to use measures to strengthen themanagement and supervise the environment such as: processing and recycling ashfor building materials; Improving the performance of electrostaticprecipitators; Innovating the burning technology and propagating to the peopleabout the environmental protection measures of power plants.

This is a great concern of theGovernment. On April 12th 2017, the Prime Minister issued Decision No. 452 /QD-TTg on approving the scheme on stepping up the handling and use of ash,plaster of thermal power plants, chemical plants, and fertilizers as rawmaterials for construction materials and in construction works. In the comingtime, to speed up the processing and consumption of ash, the Ministry ofIndustry and Trade will require the coal-fired power plants in operation towork out the ash handling scheme to submit to the Ministry of Industry andTrade for approving before December 31st, 2018.

Today, the technology of coal-firedthermal electricity has reached at a very high level. In the future, thetechnology of environmental treatment of coal-fired thermal power is certainlybetter than today. Coal is processed from the beginning of the factory'swarehouse. Coal dust, sulfur ... are processed before the conveyor belt intothe incinerator. The technology of dust and air filtering systems is currentlyalso at very high level (nearly 100%). The type of supercritical furnace,fluidized bed boiler extended the combustion time, as well as completelyburning coal and ash has a lot of high technology, and no harm to theenvironment.

At present, people can visitcoal-fired power plants, which are very environmentally friendly, clean greenfactories developing in our country. We do not have the feeling of affecting onthe environment. Anyone who has come to Nghi Son 1 Thermal Power Plant, Duyen HaiThermal Power Plant, Hai Phong Thermal Power Plant, Vinh Tan Thermal PowerPlant will recognize that.

Coal-fired thermal power plantsaccount for a significant share of the energy structure in Vietnam and, in thefuture, the role of coal-fired thermal power will be greater. Recently,stopping nuclear power projects has forced us to take the alternative approachto replace that shortfall. Coal fired power is an important alternative sourceof energy because renewable energy sources are not growing well. However, it isnecessary to have solutions to reduce the environmental impact of coal-firedthermal power plants, of which investment capital must be increased to 50-60%,but how to increase capital adequately and avoid affecting electricity pricesis a question need to be answeared.

Therefore, the development of coal firedthermal power is still needed in the future. However, for coal-fired thermalpower development, we need to pay attention to better environmental treatment.Although, the investment in the environment of the construction process onbuilding coal-fired thermal power is expensive, and can affect the electricityprice as well. But the coal-fired thermal power is active in securing power tothe system. Therefore, we should accept the development of coal-fired powerplants in the present and near future.

 In the current context, the hydroelectric power source has driedup, nuclear power has stopped, renewable energy has accounted for a very smallshare (3.3%), the price is relatively high, therefore, the deployment of coalfired thermal power project is very necessary for the present and the future.The problem here is how to minimize the environmental pollution, and not affectthe social life ... However, the more important issue here is the responsibilityof managers, local government, enterprises in selecting technologies andpractical applications. Quang Tri is currently investing in a coal-fired power plant. Inthe process of building, we are on the one hand promoting development but stillhave to ensure advanced technology in order not to affect the environment. TheInvestor of Quang Tri Thermo-electric Plant is preparing to negotiate with theMinistry of Industry and Trade, the General Directorate of Energy and theElectricity of Vietnam on electricity prices, BOT, and the remaining amount tostart construction by the end of 2018. . Previously, this project only had acapacity of 1,200MW but when applying the "supercritical" technology,the project has to change its designed capacity from 1,200MW to 1,320MW. (Vice Chairman of People's Committee ofQuang Tri province Mr. Nguyen Quan Chinh)
