Wind power - the trend of sustainabledevelopment

Investmentin renewable energy, especially wind power, has long been a trend promoted towards sustainable development by developed countries inthe world.

 

Withthe growing demand for electricity, Vietnam is also gradually considering the investmentin renewable energy, including wind power as “the key” to address energysecurity. Accordingly, it will make contribution to the implementation of thecountry's green development strategy.

 

Energyis one of human’s essential needs and an indispensable input of economicactivities. As the living standards of the people are higher and higher, thelevel of production of the economy is more and more modern, the demand forenergy is also increasing and satisfying this demand is really a challenge foralmost countries.

 

Theenergy race at all costs of human beings is reaching the limits of nature'sendurance, causing polluted living environments, climate change, causing socialsecurity instability and becoming one of the global non-traditional securityissues, threatening the survival of mankind.

 

Beingaware of this, many countries around the world have been switching from fossilfuel to renewable energy toward to sustainable development.

 

Inmany areas, renewable energy has reached the contribution equivalent to thefossil fuel, breaking the limit on the amount of electricity that we believe itis impossible.

 

Atpresent, in Europe, nearly 50% of the new power development projects are windpower projects. In China, the government closed the last coal-fired power plantin Beijing in March to switch to renewable electricity and gas power.

 

Accordingto the latest report of IEA on a global scale, in 2016, investments in wind andsolar power are twice as large as investments in generating power byfossil-fuel.  According to the report, itis estimated that wind power, solar power and gas power will completely replacecoal power in the next 25 years.

 

InVietnam, the rise of the economy since Doi Moi period, the demand forelectricity has significantly increased while supply capacity has not developedadequetely. Specifically, the Ministry of Industry and Trade has alsoforecasted the average growth rate of electricity production in Vietnam in theperiod 2016 - 2020 is 10.7% per year and in the period 2021-2025 is 8.6% peryear .

 

Andin order to meet the growing demand for energy use while the supply of energywill being faced with many challenges, the Government of Vietnam assessed thatthe exploitation and use of renewable energy sources have particular and strategiccontribution in terms of socio-economic aspects, national security and defense,energy security and sustainable development, minimizing environmental impacts

 

Althoughthere are still debates regarding the forecasts figures of Vietnam's wind powerpotential, most experts say Vietnam has great potential for this kind ofenergy.

 

Vietnamis the country with the largest wind energy potential in the region, surpassingLaos, Cambodia, and Thailand, according to a study conducted by the World Bank.Vietnam's wind reserve is estimated at 513,360 MW, more than six times thetotal estimated capacity of the entire power sector by 2020.

 

TheWorld Bank study also showed that 8.6% of Vietnam's land area has rich potentialsto the install big capacity wind turbines. The corresponding figure forCambodia is 0.2%, Laos is 2.9% and Thailand is 0.2%.

 

Therefore,in the National Power Plan for the period of 2011-2020, with a vision to 2030approved by the Prime Minister on March 18th 2016, the target ofwind power development of Vietnam is set forth that total wind power capacityis expected to reach 800 MW by 2020, reach 2,000 MW by 2025 and reach about6,000 MW by 2030. Many experts say this is still low level compared to the hugewind power potential in our country.

 

Understandingthe general trend of the world as well as encouraging investment incentives ofthe Government, about 50 wind power projects have been registered forinvestment in Vietnam and there are four projects with a total capacity of159.2 MW gone into commercial operation.

 

Mostrecently, the Phuong Mai 3 wind turbine project in Nhon Hoi Economic Zone (QuyNhon - Binh Dinh) with a capacity of 21M-28M, including 14 turbines with atotal investment of 40-50 million USD has been constructed by HALCOMcompany and international partners.

 

Withan area of ​​140ha, the project is expected to supply about 72 million kWh peryear and reduce emissions by 40,000 tons of CO2 per year. Estimated revenue ofthe project is 150 billion dongs per year.

 

The project hascompleted the legal procedures, land clearance and the certificate of land userights. As planned, theproject will be implemented in 2017 - 2018.

The Government encourages investment in renewable energy
Striving to the year of 2030, electricity production in Vietnam from renewable energy will account for 30% of the national energy structure. Therefore, the Government encourage investment in renewable energy.
